Section 29 - "Chapter 18 - Closing In" | Back

"That woman who died in her flat was definitely poisoned." said DS Cooper passing the autopsy report on Freya to DI Hanson.

"OK, that is now a murder inquiry." said DI Hanson.

"I suspect its the same group that been bumping-off wives, you know, the guys who own the Rolls-Royce left in Ramsgate." said DS Cooper.

"Anything to report on that ?" asked DI Hanson.

"No, no one has gone near it." said DS Cooper.

"I suspect they think we're watching it and will leave it there for a while until we get bored. I also suspect they will check for tracking devices, so how else can we track it ?" asked DI Hanson.

"UV paint." said DS Cooper, who after watching the blank expression on his boss's face, added "Ultraviolet Paint. It glows bright green when you shine ultraviolet eg 'black light' on it, like in discos".

"Go on." said DI Hanson.

"One of us walks past and discretely sprays a bit of UV paint on the roof of the Rolls-Royce. We then completely back-off and let the owners think we've lost interest. After a long while they recover the Rolls-Royce and we track it by helicopter fitted with a powerful UV light source. We just look for a Rolls-Royce with a weird green glow on the roof." said DS Cooper.

"Why not track it by it's number plate." said DI Hanson.

"We are fairly certain they can change the registration number at will and we also believe they can change the colour of the vehicle, so tracking them in the normal way might not work, especially if we lose sight of them. They won't be able to get round this." said DS Cooper feeling pretty pleased with himself.

"We will need to brief all the various agencies what to look for." said DI Hanson.

"Ah I've just had a thought. To make it easier to see in daylight, we pulse the UV light on and off so the chopper pilots just have to search for a black Rolls-Royce with a flashing green blob on the roof." added DS Cooper.

"OK, good idea." said DI Hanson.

"And once we know that the owners have recovered the Rolls, we can link it's location with any mobile phones inside." said DS Cooper.

"How do we know where the phones are ?" asked DI Hanson wishing he had paid a bit more attention to 'all that computer shit' !

"There are two methods. The mobile network has to know roughly where each phone is so it can route it's voice and text data to the nearest cell tower. They can normally locate a phone to within a few hundred yards, and if other cell towers are in range, within a few tens of yards by signal-strength triangulation." said DS Cooper.

"And the second ?" asked DI Hanson.

"Nearly all modern phones have GPS built-in and that location data can be accessed via various back-doors built into those phones but we would need either the number, IMEI or IMSI". said DS Cooper.

"IME what !" asked DI Hanson.

"IMEI - International Mobile Equipment Identity. It's a unique number assigned to every mobile device." explained DS Cooper.

"And the other one ?" asked DI Hanson.

"IMSI - International Mobile Subscriber Indicator. It's a unique number assigned to every mobile user." explained DS Cooper.

"OK. How do we access the location data ?" asked DI Hanson.

"The cell tower data can also be accessed from the mobile networks. Most have some kind of portal that we can use. We can also download the data to analyze on our systems." said DS Cooper. "The NSA and GCHQ have a direct 'pipe' into the mobile networks, it's a real pity we can't get into that." continued DS Cooper.

"Don't we have to wait 30 seconds ... like in the movies ?" said DI Hanson.

"No, that's Hollywood bullshit to add suspense to a movie. The location data is real-time." said DS Cooper wondering where his boss got his technical knowledge from.

"And once we have that, we can associate their phones with the phones of anybody they meet up with ?" asked DI Hanson.

"Yes. Either by their location or by the fact that they texted or called them. After a while we will get a detailed profile of who they communicate with." confirmed DS Cooper.

"How will we know when the Rolls has been recovered, we can't keep a chopper in the air long periods." asked DI Hanson.

"We can park a car near by with a motion-sensitive camera on board. When the Rolls moves we get a text alert." said DS Cooper.

"OK troops, lets do it. These guys have been annoying me for ages, I will be very glad to put them behind bars." said DI Hanson.


Many miles away the two men are on board the Drettmann yacht on their way to Cows on the Isle of Wight.

"Is our new vehicle ready ?" asked the first man.

"Yes. It's black SUV with all the latest toys." said the second man.

"I do miss the Rolls." said the first man.

"We have been watching it for some time and no one has paid any attention to it so far." said the second man.

"OK. I think we should try and recover it in a while." said the first man.

"Agreed but there is a serious risk if we try to get it too early." said the second man.

"I know but we have been very careful so we should be OK." said the first man.

"OK. I'll get one of the guys on it." said the second man.


Back in Ramsgate a plain clothes policeman walks towards the Rolls-Royce with a large syringe filled with special UV paint. As he walks past he pushes the plunger and spays the roof. He continues to walk through the car park and then outside.


The two men on the yacht reach their destination. While the crew starts the mooring process the two men consider their next moves.

"Who's going to get the Rolls-Royce ?" asked the first man.

"I'll get Unit 5 on the case. I'll brief them about the possibility that the police might be tracking it." said the second man.


"Hey boss, we have movement on the Rolls-Royce." said a very excited DS Cooper.

"At last ! I was beginning to think they didn't want it back. Get that specially adapted chopper in the air." said DI Hanson.


Keith drove the Rolls-Royce totally expecting the police to be following behind somewhere and would take the normal precautions like going under a tunnel and change colour a few times. What he couldn't have known at the time was that method wasn't going to work, the police just had to fly above with their specially prepared helicopter and look for the flashing green blob on his roof.


"OK boss, we have a sighting along the M2 heading west. I'll make a note of the locations so we can match it up with the phone location data." said DS Cooper.

"How may data points do you need ?" said DC Moss.

"Get as many as you can along the M2. We need to be sure we've got the right guys." said DS Cooper "Boss, the chopper pilot says he can't follow them for much longer, he needs to return to base shortly." he added.

"OK, when you're sure you have the owner's numbers let the chopper go. We can track them via their phones now." said DI Hanson.

"We have associated a few more mobile phones with the one in the Rolls-Royce, courtesy of GCHQ who will soon be able to give us real-time location data on all the other phones." said DS Cooper " ... including one belonging a hacker who we thought was dead !" he continued.

"Good. It's about time we wrapped this up, the boss is getting a bit impatient." said DI Hanson " ... who was the hacker ?" he asked.

"Your friend Greg Goodman, it was his burner phone we tracked to an apartment block where it suddenly stopped." said DS Cooper.

"So that's what happened to him, I didn't quite buy the official story. Perhaps we should visit that apartment." said DI Hanson.

"When we have the locations of the others. Shall I get the local units to pick them up ?" asked DS Cooper.

"No. They probably suspect we are tracking them and they probably sent someone low in the food-chain. We want the guys at the top. So we just play a waiting game, let them think we're not interested so they get careless, we keep gathering intel and when we're ready - bang !" said DI Hanson.

"Wouldn't the guys at the top be in the Rolls ?" asked DS Cooper.

"Probably, but its unlikely they're in the Rolls now." said DI Hanson.

Alternative Section 30 - "Chapter 19 - Endgame"

The two men were on the ferry going from Cows, Isle of Wight to Portsmouth and then on to pick up the Rolls-Royce, which had been driven there earlier by Keith. There wasn't much to do for the time being so they just admired the view.

The ferry arrived at Portsmouth and the two men walked down the ramp onto dry land. The first man sent a text to his driver to meet them at the Rolls-Royce. They split up and executed anti-surveillance protocols and finally met up at the awaiting Rolls-Royce. The driver got the text, checked out of the hotel and walked to where the Rolls was parked. He checked the indicator for evidence of attached devices and got in.

"Fucking seagulls !" said the first man totally mistaking the splodge of almost invisible dirt-stained UV paint on the windscreen for gull-crap.

"It will be nice to ride in the old girl again." said the second man.

"Do you mean the Rolls or your girl-friend ?" joked the first man.

"She's not that old !" said the second man.

The driver unlocked the two rear doors and the two men got in. The first man pulled back a panel to reveal the touch screen and touched 'RF Scan'. The screen showed there was nothing near by.

"The 'pig' radar seems unusually quiet, " said the second man " we normally get the odd 'blip' here and there."

"Get ready." said the first man.

"Get ready for what ?" said the second man, slightly confused.

"This !" said the first man. Suddenly the 'pig' radar showed dozens of 'piggy' faces all around them indicating that they were surrounded by many police officers.

"We're trapped. I can't see a way out of this !" said the second man.

"Don't worry, I think I know what's going to happen" said the first man touching 'Protocols' then 'Protocol 1' and finally 'Prepare' on the touch screen. The Rolls-Royce sent an encrypted burst of data to all the other units.

"How did you know that was going to happen." said the second man.

"Friends in high places. Get ready." said the first man.

DCI Coulson and DI Hanson approached the Rolls-Royce which was now surrounded by armed police. The only way out was into the sea.

"Wait here." instructed DCI Coulson to DI Hanson. She walked to the last few yards to the Rolls-Royce and knocked on the rear door. The door opened and she got in.

"I'm DCI Coulson." said DCI Coulson.

"Hello Alison, I suppose you've come to arrest us ?" asked the first man.

"That depends." said DCI Coulson.

"On what ?" said the second man very surprised.

"I need your help." said DCI Coulson.

"To bump off your husband or your bit on the side ?" said the second man.

"You know about him ! ... No, not yet ! there are some things that need to be done that are impossible for any government organisation to do." said DCI Coulson wondering how much more they knew about her.

"OK, tell us more !" said the first man.

"Groups of people can operate in one of two ways. The first group expand the wealth-pie by learning, inventing, creating, fixing, growing, fishing etc. It's their skills that makes our current level of civilisation possible. The second Group are incapable of creating their own wealth so they take, sometimes by force or by laws, from the first group which normally means the wealth-pie gets smaller and smaller. Over a period of time the wealth creators are rendered ineffective and we slowly go back to the stone age as all the various skills and resources needed to keep a civilisation going are lost." explained DCI Coulson.

"OK" said the first man.

"The world as we know it is changing because of resource depletion, peak-oil, energy shortages, over-population, deforestation, culture-breakdown, etc. The powered elite know this and are planning for it right now. As this slow collapse continues the governments will be less able to protect their citizens which means that the gangs will take control of large areas. Gangs tend be of the second group, they won't be interested in learning the skills necessary to keep our current way of life going, they will only be interested in grabbing what ever they can at the expense of the first group." explained DCI Coulson.

"OK, we're wealth-creators ourselves so we get that part ... so where do we come in ?" asked the first man.

"We need the first group to survive and the second group to go away ... along with all the other parasitic members of society like spammers, cold-callers, con-men, high-frequency traders, patent-trolls and corrupt bankers. Basically people who consume lots but have little or no social utility. This will be your new mandate ... and obviously, bumping off people's wives will not be part of this !" said DCI Coulson.

"A kind of Human Pest Control." said the second man thinking it sounded a bit like 'The Hitch-Hikers Guide to the Galaxy' where an alien race decide to rid themselves of a useless third of their population by putting them into a huge space ship and crashing it onto another planet.

"Do we include telephone sanitisers ?" he asked. DCI Coulson gave him a blank stare because she hadn't read that book.

"If we refuse ?" asked the first man smiling at the second man's comment.

"Our investigation will be very long and deep. I have enough information to put you two away for decades and I'll plant some if needed." said DCI Coulson.

"And if we agree ?" asked the first man.

"Our investigation will be short and shallow. You evaded us for quite some time so this shouldn't be a problem. You will be free to operate as you see fit and keep whatever booty you get from your endeavours. Obviously, as you will be operating way outside of the law, I can't get involved and will have to go through the motions of tracking you down." said DCI Coulson.

"That sounds interesting !" said the first man.

"Also, to assist my promotion , I need a few high-profile arrests, perhaps you could arrange that too." said DCI Couson.

"Wow ... you don't want much !" said the first man sarcastically.

"So, do I assume helping you get promoted means you can be more useful to us ?" asked the second man.

"Yes, it would. I'm sure we could use some that amazing technology you've developed too." said DCI Coulson.

"That would make our job much harder, so I think not." said the first man.

"Hmm pity. So, do we have an agreement ?" asked DCI Coulson.

"Before I answer, you also need to understand that this arrangement goes both ways. You want lots from us what do we get from you ?" asked the first man.

"At some point, I might be able to arrange access to government resources. I could deflect the odd investigation." said DCI Coulson.

"What kind of government resources ?" asked the second man.

"We have a few unused buildings. Direct but limited access to various police databases and systems. When I get promoted I might even get you very limited access to GCHQ. I also happen to know a few very rich people who would support you, indirectly, of course." said DCI Coulson.

"GCHQ access could be very handy !" said the second man.

"The financial support could also be handy." said the first man.

"So, do we have an agreement ?" asked DCI Coulson again.

The first man looked at the second man who nodded. "Yes" said the first man.

"As I have seen your faces, your escape plan must give the impression that all three of you died. I assume you have that plan ready ?" asked DCI Coulson.

"Of course !" said the first man.

"Well, It's been fun chasing you two, an interesting challenge to say the least." said DCI Coulson

"It's been fun evading you." said the second man.

"So, make it look good ... and I'll see you on the other side." said DCI Coulson looking at the pistol the second man was holding.

The second man looked at the first man, who nodded. The first man touched 'Execute' on his touch screen which responded with a 30 second count-down.

The second man shot DCI Coulson where it wouldn't do too much damage and pushed her out of the Rolls-Royce on to the hard concrete.

"Driver, Drive off the edge !" shouted the first man to the driver.

The police opened fire and the Rolls-Royce drove off the edge into the sea in a hail of bullets.

"Are you OK ?" asked a very concerned DI Hanson looking at his boss's wound.

"I'll live !" said DCI Coulson.

There was a huge under-water explosion.

"Obviously I can't allow groups like you to go around killing people, party because of the expense but mostly because of the moral predicament it puts me in" said DCI Coulson. "So I want to suggest an alternative strategy."

"OK ..."

"Instead of killing the divorcer ... how about allowing the divorcee to vanish with all their wealth instead ?" said DCI Coulson "Find a way to change their identity and move their wealth in such a way that it can't be traced" she added.

The two men looked at each other. "Large amounts of wealth can't just vanish without raising suspicion." added the second man.

"... unless it can be made to vanish in a legitimate, non-suspicious fashion" added the first man. "Like a fake stock market crash, bankruptcy, hacking or a staged theft." he added.

"I'll let you boys work out the details. " said DCI Coulson "I think I will be your first customer" she added.

"Oh ..." said the first man.

"Yeah, well I don't want my idiotic husband to get half my stuff when I divorce his silly arse and I don't want to stay in the police force much longer. So we need to find a way for me, my bit-on-the-side and my hard-earned wealth to simply drop of the radar." she said.

"It will take some time to work out and to prepare. What if we refuse ?" asked the first man.
